My first question to you would be to ask if you think you have talent for photography? If you do, then a club will give you contacts and tips and make you familiar with equipment, college will help you to refine your talent, and submitting photos (it helps to have a purpose for the photos, do they convey an idea or tell a story?). Be prepared to get a LOT of “no thank yous”, and believe in yourself! Be determined…good luck!

I think it depends on how best you learn things…I took one short course in photography on b&w developing and have been shooting for 15 years now. Mostly I learned from looking at picture books of other photographers, going to art galleries, reading technical books, and so forth. If you do well with a more structured program then college courses would probably be best. There are also some specific places to go for photography that probably better than college since they also involve marketing and selling photos, which is important if you want to be a professional. Good luck!
